The WSA1 walker is a late-game boss. It is fought twice, once during the hunt for the components, and in the finale, one is seen being loaded onto the airship and another is fought back on the ground. It is the only thing seen being built in the factory, but this is probably a oversight and the factory is clearly not exclusively manufacturing them.
